In order to disable Cortana:
Press Win + R on the keyboard to open Run and type gpedit.msc and hit enter (or search gpedit.msc and hit enter)
Local Group Policy Editor will be open.
Navigate to Local Computer Policy -> Computer Configuration -> Administrative Templates -> Windows Components -> Search.
In the right pane, double-click on the policy named Allow Cortana and select the Disabled radio button.
Restart the PC and Cortana will be disabled.
